The Open Educational Licensing project was a joint research project undertaken by Swinburne University of Technology and the University of Tasmania. It was supported by the Australian Government Office for Learning and Teaching. The project aimed to clarify the copyright and licensing issues around MOOCs and other open online resources in the current Australian higher education market and develop and disseminate practical resources to help Australian universities compete globally.

Research
Data was collected on the current plans and needs of Australian universities around copyright, licensing and open education practices. The Research page contains more detail on the research methodology and preliminary analysis.
Development
The OEL Toolkit web application was designed and developed as an effective and practical copyright and licensing tool to assist university educators and managers make effective business and pedagogical decisions around the open licensing of online education materials and services.
Dissemination
Information was disseminated to help the sector design effective policies and practices for the development and deployment of open online educational resources in a global environment.
In 2015 the project team surveyed and collected information from managers and policy makers, educators and educational developers and information professionals from Australian universities about their understanding and experiences of licensing issues and open online education. On the basis of information collected, in 2016 the team developed the Open Education Licensing Toolkit for use by the Australian Higher Education sector. Testing and further development of the toolkit was undertaken in stakeholder workshops held around Australia from July to October 2016. The OEL Toolkit is now openly available.
